The application for a certificate of occupancy shall contain a description of the
property, the number and names of proposed occupants, together with a fee for each
building or each occupancy, as determined by the city council by resolution from time
to time, shall be filed with the department of building and engineering. Upon the
receipt of application and fee, the department of building and engineering shall inspect
the premises and if approved, issue a certificate of occupancy.
